In B.C., you are required to pay monthly premiums for Medical Service Plan (MSP) coverage. They are based on family size and income.
Eligibility
According to the Ministry of health, assistance with the payment of premiums is available to Canadian citizens or holders of permanent resident status (landed immigrants) who have held that status and been resident in Canada for the past 12 consecutive months.
Regular Premium Assistance
Regular premium assistance offers subsidies ranging from 20 to 100 per cent, based on an individual’s net income (or a couple’s combined net income) for the preceding tax year, less deductions for age, family size and disability.
Monthly rates are $54 for one person, $96 for a family of two and $108 for a family of three or more. Effective January 1, 2010, monthly rates will change to $57 for one person, $102 for a family of two and $114 for a family of three or more.
Also as of January 1, 2010, the regular premium assistance program will be enhanced to allow more British Columbians to qualify and to allow persons already receiving a partial subsidy to qualify for a higher level of assistance.

Temporary Premium Assistance (TPA) provides a short term period of MSP premium waver for qualifying individuals and families. It is designed to assist individuals and families who are not able to pay premiums due to sudden financial hardship for which they could not reasonably have budgeted.
Note: If you qualify for any level of regular assistance, you should make application for that program regardless of whether you will also be completing an application for temporary assistance. Most beneficiaries who qualify for a premium subsidy do so under the regular rather than the temporary assistance program.

Healthy Kids Program
·The Healthy Kids Program helps low-income families with costs associated with basic dental care and prescription glasses for their children.
·Dependant children under 19 years of age, in families approved for premium assistance by the Medical Services Plan (MSP) through the Ministry of Health Services, are automatically registered with the Healthy Kids Program.
Coverage under the Healthy Kids Program
·Dental- Children are eligible for $700 of basic dental services per calendar year. This coverage includes services such as exams, x-rays, fillings, cleanings and extractions. Dentists can advise families of other services that may be covered.
·Optical - Children are eligible for prescription eyeglasses (lenses and basic frames) once in a twelve-month period. Children’s eye examinations are covered by MSP.
How to access services under the Healthy Kids Program
Before any dental or optical services begin, families need to show their child’s BC CareCard to their dentist or eye specialist who will confirm the child’s eligibility under the Healthy Kids Program.
·The Province pays dentists and eye specialists directly for the services children receive.
·Additional charges over and above what the Healthy Kids Program will cover are the responsibility of the family.

正在享受MSP 保费补助且可持续享受该补助的家庭,其子女即有资格享受“卑诗省儿童保健计划”提供的保障。孩子可一直享受该计划提供的保障,直到19 岁生日的那个月。家庭MSP 保费补助所支持的医疗保障中如有任何变更,都会影响您孩子在“卑诗省儿童保健计划”中所享受的保障。

开始治疗之前,请确认就诊的牙科或眼科服务提供商能否透过“卑诗省儿童保健计划”提供服务。“卑诗省儿童保健计划”无法提供参与本计划的服务提供商名单。查找可为参加本计划的孩子提供服务的机构,是父母要做的工作。
